A Study On The Incident Of Xixiang County In The Northern Song Dynasty And The Political Situation Of Xining

Mianyi law(i.e. the law of service exemption) is an important content of the Wang Anshi political reform during the northern song Dynasty. While in the process of the reform, it happened an emergency that a group of people who come from Dongming County to pay a petition to the court, this is not a simple petition, it has involved the old and the new politician factions. Based on Mianyi law reform in northern song dynasty,the passage will take the petition as the breakthrough point, while analysis the relevant new content during the reform and the argument between the old and new politician factions around "method of Mianyi law. This passage may also analysis the reform and political struggle from three aspects during the Xining era.The first chapter mainly discusses the course of the petition. While it happened in the process of the excution of Mianyi law, and the backgrounds of Xining reform is because of the poor political behavior. But the new law include mianyi law has lead to a fiercely conflict and contradiction on the society. We can analysis their attitudes to the reform and to the petition combined with the related county,city and monitor officer who deal with the petition.The second chapter mainly discusses the course of the petition. While it happened in the process of the excution of Mianyi law,we should first analyze Mianyi law and Chaiyi law(i.e corvee), the produce of Muyi law just because of the disadvantages of Chaiyi law, the Chaiyi law means a person can not avoid corvee, while Mianyi law means a person can pay money to ask somebody instead of him, the policy has important influence on the society at that time. And because during the process of Mianyi, the statistic strategy and levy of Kuanshenqian(extra money)has triggered the unhappy of the people. And there is a direct relationship between the design of Mianyi law and its enforcement bureau which is the Sansi Treaty and Sinong Temple. In this chapter,a discussion will be given about the disadvantage anda the enforcement of the new law.The third chapter mainly discusses the arguments in both sides of the politician factions between the old and the new. Based on the first chapter,here we will analysis three Dongming county magistrates,they are county Jia Fan, kaifeng mayer Han wei, The leader of monitor Yang Hui and Liu Zhengzhi, it can be seen that these people are belong to old party. While Zeng Bu and Zhao Zi Ji is standing to Wang anshi’s new camps. Two fractions launched a fierce struggle around offering Muyi law and the new law. In the struggle, the old party officials against that new law‘s inconvenience, because they are headed by Wanganshi’s,so they can use a variety of means to suppress the conservative fractions and boycott the new law and even support the petition. And the emperor Shen Zong of the song dynasty also support them in this period, old party officials were often be dismissal relegated official, the political struggle is end of with the new fraction’s totally victory.
