Research On The Problems Of Unemployment Insurance System In China

Nowadays, the revolution of Chinese economic system has come into an era full of all-aspect-transmission and harsh difficulties. Unemployment insurance system, as an important part of the social ensuring system, has some basic functions of its own, such as providing the basic living guarantee and jobs for the unemployed, helping to resist the jobless risks in the society, getting rid of the uncertainty of incoming thus the welfare condition could be improved and the society development and economic growing rapidity could be kept in a stable status.Based on the abundant volumes and materials on the insurance systems either native or abroad, my thesis lists the main problems of Chinese insurance system through the analysis on the operation of Tianjin insurance system and provides the resolution from the angles of traditional economics, property theories and rent-searching theory.It has been20years since the foundation of Tianjin unemployment insurance system, and it receives excellent effects now through the operating condition. The range that the system covers is consistently enlarging, the protective ability is strengthening; the salary that supplies the everyday life of those unemployed is gradually raising; the multi-functions of keeping everyday life; promoting the employment and preventing the jobless condition are enhancing; and the service and management hierarchy is being perfect and leveling up. While those disadvantages should never be ignored, such as the insurance laws and regulations are not so consummated; the coverage of insurance is still limited; the unemployment funds are sometimes abused; the incoming resource of insurance is in deficiency; the system management lacks of a legal supervision and high capacity. The most important things to do now is to fasten the steps of solving the insurance problems and make it fulfill the modern contribution of our country and Great Renaissance of China under the issue of the Social Insurance Law. My thesis compares the main content of native and foreign insurance system on the bases of elaboration of Chinese insurance system. It roots on the insurance data of Tianjin in2012, analyzes the operating condition, digs out the problems that exists in this area and at last raises nine advices and suggestions that benefit the institution such as improving and supplementing the related laws and regulations, enlarging the coverage of social unemployment insurance, arranging the collective mode of insurance funds and changing the social insurance fees into taxes.
