A Study On The Mechanism Of Government Responsibility In The Protection Of Vulnerable Groups In China

Problems related to Vulnerable Groups not only exist in any time and any country,but also evaluate with the changing times. The pacific problem and the definition ofVulnerable Groups under different social systems, economic structures and politicalpatterns show different characteristics. At present, our country is experiencing theaccelerating period of social transformation, all social problems faced during this periodhas its own particularity. Therefore, the author thinks that, China’s Vulnerable Groupcan be defined as a group of people, who need the government protection because of thedifficulty to obtain their basic rights due to physiological disability or social factors. Inthis paper, based on the right to live and the right to develop, we discussed theimplementation of the government’s responsible to protect the Vulnerable Group,pointed out the problems existing, and sought for the reasons. When seeking for thereasons, the government should also find the ways to implement its responsibility. Afterunderstanding the specific contents of responsibility, the government should take seriesof actions involving: the classification of responsibility, the implementation of theresponsibility, the feedback of the implementation, etc. Thus conclude the main contentsof the governmental responsibility mechanism.
