A Study On The Linking Mechanism Of The Decision - Making Mechanism Of The People 's Congress Under The View Of Socialism And Democracy

According to the Third Plenary Session of the Eighteen Deployment, by constructing widely multilayer systemic socialist deliberative democracy system to promote the modernization of national governance, an important foundation is to enhance the effectiveness of the system of democratic consultation, build a reasonable procedure and complete part of democratic system. That is, put the outcome of the CPPCC’s Political Consultative Congress of the implementation into the resolution, which in turn depends on all aspects of decision‐making, the NPC and CPPCC remain fully effective interaction.This paper argues that, although the CPPCC is not the organ of state power, but bear in political consultation, democratic supervision and participation in politics and other functions. After the analysis of the conception of the consultative democracy, deliberative democracy, scientific decision‐making mechanism and scientific and democratic decision, then, focusing on analysis the way of socialist democratic consultation on how to promote scientific and democratic decision‐making legalization, and then analyzes to achieve this goal, Congress needs to make the decision‐making aspects of the CPPCC butt.The third chapter firstly introduces the feasibility of NPC and the CPPCC session docking decisions, including the negotiation complementary role in promoting the party leadership and the practice around the complementary legal supervision and oversight of democracy and democratic electoral democracy complementary geographic and sector provided practical experience.
