Since the19th century, With the increasing demand for public management functions of government, public administration, concern and attention by the academia. Explore and improve the public management of many problems, how to improve the management of the civil service, to prevent the alienation of public power, the low efficiency of government administration, to prevent corruption of the civil service has become the focus of attention of the Governments. At present, China is in an important historical period of institutional transition, economic restructuring, various social problems are frequent, In the context of this era, We are similar to governments in all countries to face the same public administration and civil service management challenges. Force our efforts in research and analysis the issues of civil service management.Based on our long-established civil service management organizations in the form of bureaucracy, and the bureaucracy production as the modern capitalist countries, the main government management model has achieved great success in the national administrative governance. Combined with China’s national conditions and in the comparison of Chinese and Western civil service, Author try to use the perspective of characteristics of bureaucracy as well as the organizational model, to analysis the problems of China’s civil service management, and puts forward countermeasures to improve the management of the civil service. Strive to find theoretical support to improve the construction of China’s civil service and best practice with the classical theory.According to the road of "asking analyzing and solving problems" this article is divided into six parts. The first chapter introduces the starting point of the research, significance and research methods, and also examine the elements of concepts such as civil servants and civil service, bureaucracy, provides a theoretical foundation to identify civil service management problems and countermeasures exposition. The second chapter began to explore the status of civil servants in China, compared to the Chinese and Western civil service. Chapter three analysis and extraction of characteristics of the bureaucracy and the pros and cons of the organizational model. Chapter four use the perspective of characteristics of bureaucracy as well as the organizational model, to analysis the problems of China’s civil service management. Chapter five focuses on argumentation bureaucracy China’s social, cultural origins, as well as in our adaptability. The sixth chapter introduces countermeasures of improving the management of China’s civil service work:building a government under the rule of law, administrative governance legalization; advancing "two official fragmentary" to improve the classification management, enhancing vocational concept; advancing civil servants ethical construction, to cultivate rational spirit, strengthen the construction of the civil servants ethical oversight and punishment mechanism.
