Research On The Coordination Mechanism Of Inter - Departmental Cooperation In China 's Anti - Smuggling System

With the development of the society and the economy market, the social division of labor is increasingly elaborate, and the objects of social management are becoming more and more complex and diversified. Nowadays, no government department can complete or solve a public affair independently. Instead, cooperation with related departments is needed. Therefore, how the government departments cooperate with each other has been a hot issue about government administration, and it has also become the focus and most difficult point of government work to establish and perfect corresponding system and mechanism. Smuggling is an international economic crime. The objectivity and diversity of the causes of smuggling, along with the continuity of smuggling process, make anti-smuggling a systematic and complex social project. It is difficult for any department to undertake smuggling independently, so anti-smuggling entails cooperation from all departments. A new anti-smuggling system called "Joint Suppression, Unified Handling, Comprehensive Treatment" was set up and was made clear through legislation in1998in China. Since the operation of the new system, remarkable effect of anti-smuggling has been achieved, which ensures the normal economic order of our country. However, with the rapid development of Chinese economy, the scale of import and export expands unceasingly. Based on the current situation, smuggling activities still occur frequently. The current anti-smuggling system, which has been performed for more than ten years, has already demonstrated a serious lag in the segregation of duties and the cooperation within the related departments among many others. Hence it cannot meet the needs of present anti-smuggling situation. By means of systematic theoretical analysis and practice, this paper tries to summarize the development of cross-sectoral coordination and cooperation mechanism in Chinese anti-smuggling system. By analyzing the existing problems and absorbing the advanced ideas of the western countries on "Integral Government" and "Cooperative Governance", this paper aims to propose a new idea on how to perfect the coordination mechanism in cross-sectoral anti-smuggling system, and some specific countermeasures are also put forward.
