For many years, although governments around the world have making great effortsto manage social affairs in order to be a government of better credibility. It is stillinevitable that people still don’t trust government. In recent years, our country hasintroduced a lot of favorable policies. However, the authority of these policies wasdirectly influenced due to non-effective enforcement. As a result, the government’slegitimacy is subject to question. Due to there is little research on government’scredibility of the policy enforcement, this article is intended to do some research on theinfluence of real estate regulation failure on government’s credibility based on real estateregulation police analysis. Meanwhile, some suggestions are provided to give referenceon how to improve the government’s credibility. This paper is divided into four parts.The first part outlines the cause of choosing this topic and research significance,traces the perception and practice of government’s credibility in various historicalperiods at home and abroad and summarizes the research status at home and abroadabout government’s credibility.The second part presents the core concepts of government’s credibility, policyenforcement and uses the public choice theory, policy enforcement theory as thetheoretical basis to research the topic. This part mainly focuses on the analysis of therelationship between policy enforcement and government’s credibility.The third part traces the development and enforcement of real estate policy by takingland regulation policy in real estate regulation policy as an example, reveals therecession of government’s credibility resulted from non-effective policy enforcementand analyzes the factors which influence government’s credibility.The fourth part comes to the conclusion that the effective policy enforcement is theguarantee to improve government’s credibility. This part also discusses some ways toimprove government’s credibility from the perspective of perfecting real estate landpolicy, institution guarantee of policy enforcement.
