Congressional Factors In The Obama Administration 's Control Over China' S Technology

Technology export control is a hotspot issue in Sino-U.S. relations,to keeptechnical superiority to China, and prevent China get core technology throughhigh-tech trade, the United States has carried out technology export control to Chinafor a long time. In order to improve the competitiveness of the US enterprises in theglobal market,the government began to reform export control system after Obamaadministration took office.However, technology export control to China becomesmore and more strict rather than relax.To understand well,we should highlight theimportance of Congress on this issue.As an indispensable political vigor in Sino-U.S.relations,Congress played a negative impact on technology export control to China.This thesis is trying to analyze the technology export control to China from USCongress angle.The author makes an introduction of the history of the technologyexport control to China and the US Congress position on this issue at the beginning,through the analysis of the Congress intervention ways and traits,we can deduce thedeep factors behind the behavior of Congress during the Obama administration,andmake some suggestions to cope with the negative impact from the Congressintervention.
