Urban community public service supply is one of the important governmental functions. Accurate role positioning of the government is an important guarantee of effective supply of public service in community. Now government failure” in supplying urban community public service shows in four aspects which are the structural imbalance between supply and demand, a shortage of community public service supply, the fund gap of the community public service and the low efficiency of the public service supply.what is the main reason for these problems? The author thinks that the government did not adjust their roles timely according to the development of the society and market, which resulted in a disconnect between the government and the society and market, which also brings about a lot of problems, such as the offside, the vacancy and the dislocation of the role of the government, the grave administration inclination in community public service and shorted economy. In order to solve with these problems, our government should learn from the UK and USA, and change its role in our city community public service, which means the gove rnment of China ought to transfer their production role to multiple roles such as produ cer, planner and educator. At the same time, build up a diversified supply system of ur ban community public service to meet the diverse needs of community residents accor ding to integrated management theory, which means the government plays a predomin ant role while the Non-Government Organizations, self-government organizations, an d enterprises participate actively.
