With the aging of the population increase, as the supplement of the family pension and pension institutions, urban community home care has been accept by more and more elderly people. But compared with western developed countries, our country’s community home care starts later and its progress is slow, there have some human resources problems containing that the quantity of the nursing service personnel is fewer, its specialization is not high and the volunteer team is limited.Starting from the concept of the home-based care for the aged and its services、the concept of human resources of community home care and service and the old age’s social security theory、welfare pluralism theory, this paper first analyzes the human resources of community home-based care for the aged services should have a certain quality and requirements. Using the questionnaire and interview for the old-aged people of the Baqiao District of Xi’an city, I analyze the present status of the community home-based care service, and I know that the construction of the human resources of community home-based care lags far behind in the community care for the aged. The result mainly shows that the worker’s certification and training for the community home-based care service cannot meet the requirements of old aged people’s requirements, its low occupation level and non professional training of pre-job and on-the-job for the demands of the needed positions, and it causes that the quality of the human resources for the home-based care service is low and its quality is not high. At the same time, I deeply analyze that there are some problems containing the high mobility and the instability of human resources、backwardness of the training for the pension service personnel and volunteer teams from the imbalance of the home-based care between supply and demand. Finally, I put forward to introduce the talent、 accelerate education system construction related to the pension service、establish and perfect the evaluation and incentive mechanism for the community workers and strengthen the volunteer team for the elderly to solve any human resources’ problems of the nursing service. At last we can promote the development and perfection of pension business.
