| The development of the Internet provides a broad platform for anti-corruption publicity work and becomes an important channel to the people in the anti-corruption work; it also expands the breadth and depth of the discipline inspection and supervision organs of punishing corruption. But spontaneous, virtuality, anonymity and openness of the network bring a lot of influence, unpredictable obstacles and pressure to the anti-corruption work. The current important topics faced by the discipline inspection and supervision organs are as follows:How to deal with anti-corruption network public opinions scientifically; to use the positive factors of the Internet rationally; to avoid and eliminate the negative effects brought by the network; to improve the level of collecting, analyzing and disposing the network public opinions on corruption; to standardize and guide the rational expression of network public opinion and mass appeal; to build a healthy and smooth anti-corruption communication platform between the government and the society, as well as the people and the discipline inspection and supervision organs.According to the actual conditions of Zhaotong and from the current status of the network of corruption, the author points out there are four dilemmas faced by Zhaotong municipality discipline inspection and supervision organs in the process of Network Anti-corruption by deep analyzing some successful as well as failed cases, and they are: organization and leadership, institutional mechanisms, coping style, personnel and equipment. Then he analyzes five deep-seated causes of these dilemmas, which are: rigid ideas; lack of responsibility; passive conduct; dislocation of the integration resources and the education guidance; scarcity of human resources. Aimed at these dilemmas and reasons, starting from the long-term planning and short-term goals, as well as the source control and the current focus, focusing on enhancing the authority of the government and the protection of the interests of the masses, combined with the theory of power distance, power theory, system theory, game theory and other knowledge points, the author points out six countermeasures:Strengthen the organization and leadership; improve the institutional mechanisms; strengthen the team construction; integrate the advantages of resources; increase investment in science and technology; pay attention to the education and punishment. With the hope of constructing the prevention and control system of Zhaotong municipality discipline inspection and supervision organs’ dealing with anti-corruption network public opinions scientifically, trying to create a great environment and atmosphere for the economic and society development of Zhaotong municipality. |
