Social insurance service is an important segment of public services. Social insurance agency is not only a main functional organ to deliver services, but also a window to display the government’s image. However, with rapid development of china’s economy, the growing population aging and the taken shape of a nationwide social security system, Social insurance service supply capacity shortage problem has become more obvious. Professor Zhengbingwen describe this situation as: Huge burden presses on the pony car, which could not meet the requirements of the CPC Central Committee and state council on and the cause of social insurance and the people’s increasing demand of the social insurance service demands.Combining China’s economic and social development status quo, the paper analyzed the current situation of China’s government purchasing service and development of related market organizations. The base of analysis methods is Systems theory,which treat the Social insurance services system as an integrated whole or an ecosystem with lots of Subsystems. This system continuously communicates with the profit and non-profit organizations surrounding it. In the light of proposals the third plenary session of the 18 decision: adhere to the system management, exert the government leading role, encourage and support social various aspects involved in, governance and social self-regulation, residents autonomy benign interaction and so on, the paper take Yantai city as a case, classify the involvement of the profit and non-profit organizations and collect demand data by an questionnaire. Thought compare the gap between the demands and supplies, some conclusions are drawn. The multi-agent organizations in service delivering system is a trend and demand in the course of improving quality and efficiency of service; Improve the service ability of for-profit organizations, non-profit organizations and government agencies; Establishment of an independent social insurance administrative department;Training and attracting Human Resources, promote the staff from the official to experts; Combing the core resources, streamline business processes, explore reasonable outsourcing mechanism;Redefine relations within government departments and strengthen information sharing and collaboration etc.
