As the link between the operator and UAV, remote control and telemetry system is an important component part of the UAV. In the research and design, we need a general remote control and telemetry system to shorten the development cycle and save research funding.The purpose of this study is to design a kind of remote control and telemetry system applied universally. So it must conform to the standard interface protocol and has a better reliability and stability. This paper introduced the application background and developing trend of remote control and telemetry, brought forward the necessity to design a remote control and telemetry system, introduced its composition and performance indicators, and had a detailed introduction to the system's composition and role of each part from airborne and ground equipments. Airborne equipments include airborne antenna, data transceiver and airborne power; ground equipments include ground antenna, data transceiver, ground power, telecommand encoder, telemetry information analysis system etc; introduced the performance indicators and realization of power of control and telemetry system detailedly, analyzed channel's performance of the system, including modulation mode, distance and speed of communication; brought forward the plan of telecommand encoder, described the hardware realization of the telecommand encoder detailedly, including the single microprocessor and its outer-ring circuit, power module, comand acquisition module, serial communication module and display module etc., had an introduction to software programming realization, including main program design, the single microprocessor's initialization, keboard scanning, CRC, serial communication and display functions,gave a method to telecommand code's realization; This paper also introduced the circuital fabrication and software debug, analyzed the problem appears in fabrication and testing process and gave the solutions, introduced the link debug of the system and distance experiment of control and telemetry system, confirmed that the system works normally in line-of-sight; brought forward a plan to telemetry system and had a realization partly; Finally had a forecast to next work.
