Expanding the mature influence of Internet technology and GIS application, it provides astrong support and realistic possibility for the ground fissures land subsidence and othergeological disasters information. The traditional WebGIS architecture mode and developmentmode has been more difficult to meet the growing user requirements. RIA (Rich InternetApplication) technology has provided a new choice and means for WebGIS development withRich interactive ability and good user experience. Development concept using ArcGIS ServerAPI programming interface technology has become the mainstream of the present GISapplication development based on the HTML5specification and RIA.In this paper, it discusses new WebGIS using ArcGIS Server platform applicationarchitecture model and develop their key technology research based on the Great Xi ’angeotechnical and the comprehensive study of geological environment in the construction ofcorpus and with the REST architecture and JavaScript technology. This article firstlyintroduces the ArcGIS Server platform system and main technology of RIA functions; Then,according to the actual needs of combining with this system, by introducing the keytechnology in the development process and showing some examples, it has put forward therapid solution of building enterprise WebGIS system; Finally, it preliminary realized the mainfunctions of this system and show some main ones, which demonstrates the feasibility ofWebGIS system based on JavaScript RIA functions. This study has obtained important resultsand conclusions as follows:1) It realized the rapided build-up of WebGIS system framework based on the RESTarchitecture style for enterprise on the ArcGIS Server platform.2) It has implemented the key technologies of embedded GIS functions in the Webapplication system, such as client asynchronously updating, the expansion of the customfunction components and so on.3) With the architecture ideology of RIA, It has made the reasonable design of the client and server side function distribution, witch makes full use of the server and client hardwareresources.4) It has implemented the main functions of this system, such as space attribute query,statistical analysis and so on in the MyEclipse10development environment with friendlyinterface, the execellent user experience, without installing third-party plug-ins.
