One of major funnctions of emergency management is to choose the location ofthe emergency service so that it can supply the accident site with sufficient emergencyresources in time. Service location decisions are vital to the emergency managementbecause the proper location not only reduces the cost but also guarantees theeffectiveness of the provided emergency resources to avoid bigger loss.At present, quite a number of researchers have proposed related patterns to theemergency facility location problem. Here in this passage, the writer elaborates how tolocate the dropping point, the dropping number and the disaster relief package numberat each dropping point under the condition of limited disaster relief packages so thateach object region can get disaster relief packages no less than that of the probabilitycan do and keep the total disaster relief packages to the fewest. This problem theoretically belongs to Maximum Covering Location Problem, canalso be understood as the optimal location problem, minimum of transport and delivery. This papers in research density poly class, and dynamic planning, and evolutionalgorithm, theory Foundation Shang, established has based on location randomness andneeds quantitative of of regional maximum cover problem model, analysis has solutionprocess in the of key factors, for the model made has target regional classificationalgorithm and linear planning in the of dynamic planning algorithm, and C#programfor has solution calculation, by instance for has validation analysis. Under the State ofemergency incident location, emergency delivery of emergency services provides a theoretical reference.
