In recent years, with the exploitation of the land resources deepened and the landpollutions went worsen, the utilization of marine resources became much moreimportant. Since the marine economies in some countries, such as the United States,Britain, Japan, Canada, and Australia, started much earlier than other countries andtheir advanced technology and strong financial support helped them to occupy adominant position in the field of the worldwide marine economies, particularly insome certain industries, such as the marine environment protection industry and themarine exploration industry, which has threatened the fair use of marine resources ofsome other costal countries. China has very rich marine resources, though theutilization of the marine resources started late, the development has been veryimpressive and the whole Ocean GDP exceeded5trillion RMB in2012. Obviously,China has become a veritable marine country, however, there is a long distance beforeChina become a strong marine country as the problems like the backward marinemanagement, the serious marine contamination, the over-exploitation of marineresources and irrational distribution of the marine industries still exist.The proportion of building a strong marine country in the2012’s party’s report putforward a new assignment for the three major economic coastal zones, as they are thepillar of the country’s marine economy, which make the analysis of the problems inthe marine industry development and the countermeasures to manage a more efficientdevelopment will be of much sense. The paper, focusing on the relationship betweenthe land economic system and the ocean system, is based on the theory of theintegration between land and ocean, the theory of the coupling the land economy andthe marine economy, the industrial cluster theory and the theory of regionaldevelopment mechanism. Being aiming to analyze the similarities and differences ofthe co-movement between the marine industries and the regional economics duringthe three major economic costal zones and make the mechanism functions moreefficiently, which will promote China’s marine industry and also the whole nationaleconomy. This paper takes the initiative to take the Bohai Economic Zone, the Yangtze River Delta Economic Zone and Pearl River Delta Economic Zone marine asthe objects, and compare results of the quantitative analysis to reveal the developmentlinkage characteristics.The paper, based on the contribution index, the quantitative pulling index, therelative growth index, the unit root test, the co-integration test, the Granger causalitytest and the regression, the weighted least squares analysis and the generalizeddifference analysis, establishes a regression model of two variables and makes acomparative analysis of the major zones. The results show that the ocean economyis the Granger cause of the regional economy in the Bohai Economic Zone and theYangtze River Delta economic zone, while in contrast, regional economy is theGranger cause of the marine economy in the Pearl River Delta economic zone. Inthe Bohai Economic Zone, when the marine industry output increases by one percent,the regional economy increases by0.617704percent. In the Yangtze River DeltaEconomic Zone, about the same relationship, when the marine industry outputincreases by one percent, the regional economy increases by0.791425percent.However, in the Pearl River Delta region, when the regional economy increases byone percent, the marine industry output increases by0.617704percent.In summary, for all of the three zones, the two-way Granger causality has not yetbeen formed, neither of them has achieved the optimal efficiency. The factors comefrom four aspects: the regional economy’s dependency on the marine economy, theadvantageous marine industries, the coordination between the marine economy andthe regional economy, and the consistency of the regional marine policy. Toconclude, the paper put forward the suggestions: Firstly, on the level of regionalcooperation, the sub-regional cooperation should be prompted in every economiczone and manage the unionized utilization of marine resources to promote theinfrastructure development; Secondly, on the level of industrial development, torealize the marine industrial structure optimization with the focus on the strategicemerging industries and increase support for expanding marine investment andfinancing channels; Finally, on the integration of land and sea level, the integral planon the whole economy should be made to be adapt to the local condition and theprotection measures should also be taken.
