21th century is the era of exploitaion of ocean. And ocean is essential to humanlife in both material and energy. With the development of science and technology,people know better of the importance of ocean, and developing deeply in exploitaionof ocean environment. With adjacent sea countries’ illegal activities and infringementtowards our ocean territory, improving the ability of monitoring ocean environmentand defending our ocean territory is the most ergent topic now. Huge ocean materialbuoy is one of the most important means of ocean monitoring. It can monitor theocean environment the whole day or continously or on fixed time, and play an activepart in the development of the ocean.Huge ocean data buoys operating now mainly monitor the marine meteorologicaldata. This article based on marine public welfare project----research on ocean defenseenforment target detectation and information transmission technology, has initiated anew huge ocean buoy system, and made demenstraion application in certain sensitivearea of eastern sea. The research target of this system is to equipe acoustic sensorarray and high resolution image acquisition system on huge data buoy, and to get theinformation of sorrounding ship activities on fixed time during high-speed wirelessdata transmission system. The analysis and research of information can provide abasis for identification and judgement on tort target.This article mainly research on high-speed data communications and datareceiving and processing system of oversea target identification buoy. It establishedan integrated software platform of data receiving, data storage, real-time display, dataquery, system settings and data analysis. This paper introduced the design of buoysystem firstly. And then it discussed every module of buoy system in detail. Thenaccording to the principle of CDMA and marine satellite, it developed a specificnetwork protocol. Related to the principle of relational database standards andoptimization design, it created a database with good performance based on SQLServer2005. At last, it completed the development and design of the software byusing VC++object-oriented programming technology.This article also did research on wave spectrum analysis by wave data gettingfrom10m buoy. It try to study wave spectrum calculation method by VC++programming on huge data buoy and combine MATLAB mixed programming drawing waves spectral curve. And it lays a foundation of the application of wavespectrum analysis on huge buoy in the future.By now, this paper has completed laboratory experiment, on spot combined testand several months’ on sea experiment. The functions of the software are realizednormally, and the interface is friendly with good expansibility. The system runs stably,and receives data accurately, meeting the needs in all aspect. Also the softwaredevelopment followed the modular design, so it can be easy for secondarydevelopment.
