At present, China in order to drive economic growth investing heavily in the construction of highway engineering infrastructure. The highway construction scale in China is becoming bigger and bigger. This is both a rare opportunity for transportation sector, at the same time also is faced with great challenge.The large-scale highway construction involves a lot of manpower and material resources and financial resources. How to better, more effective, more reasonable make good use of these resources become the most important factor. Good control of highway construction cost is the solution to the question. How to estimate the highway project construction cost and improve the accuracy of highway engineering cost estimation is not only related to the smooth implementation of the project but also associated with the success of the highway construction. So, the cost estimation in the construction of the highway is very important.The starting point of this paper is to find anew highway cost estimation methods, hoping to be the cost of highway accurate and efficient estimates. Through research on the cost estimates, as well as analysis of the characteristics of highway construction and cost structure, the cost estimates that the highway-related factors such as the characteristics of the more complex and uncertain, which is the theory of fuzzy mathematics have a similar place. Therefore, this paper hopes to use the knowledge of fuzzy mathematics to establish the corresponding index system to estimate the cost of the highway, to improve the accuracy of cost estimates highway. Make it be a greater role in highway construction.After research and analysis, this paper based on membership functions and closeness theory research foundation, will depict the relationship between the position of Hamming approach degree standard samples and evaluation sample and describe the shape and trends between standard samples and evaluation samples gray correlation relationships are combined to create the position and shape of samples simultaneously depict trends and new evaluation index-joint approach degree. Further evaluation of this new index is based on the proposed model in conjunction with the relevant highway costs were estimated.
