Meteorological services and disaster weather forecasting are important serviceswhich are closely related to national wellbeing and the people’s livelihood. In recentyears, with the development of meteorological career, Henan Province has entered aperiod of large-scale of meteorological equipment being constructed, generating a lotof observational data and equipment operating status information, therefore the faultprotection and equipment performance monitoring have become the focus work in thenext step. But at the present stage of our province’s meteorological equipmentprotection business, it has generated a large number of radar equipment troublesbecause of the alarm informations which are not found in time. Therefore, designingand implementing a failure alarm system suiting our province’s meteorologicalequipment management mechanism have very important realistic significance andpractical value.Based on the above, combining with the actual demands of the meteorologicalstations at all levels of the meteorological department, we have determined theappropriate hardware and software environment, meanwhile, we have adopted.nettechnologies, C#language, the database and data analysis to develop it. And then wefocus on the overall design and implementation of the system. The system is dividedinto four functional modules, including radar information extraction and transmissionmodule, radar monitoring information storage module, radar monitoring informationdisplay module, SMS alarm module. By meteorological data collection, transmission,storage, data analysis, display, alarm and a series of processes, we have realized thereal-time monitoring of the meteorological equipment and the timely delivery of thefailure alarm information finally.After the system put into operation, it can effectively reduce the financial burdenof the personnel on duty of radar business, whether there are any problems, failures orsevere weather, the system can send the warning alarm by network or SMS. Then theradar personnel on duty can take corrective measures timely to exclude the radar fault basing on the problems found, thereby improving the reliability and availability of theradar.
