As the compete of Global Navigation Satellite System (GNSS) becoming more and more fierce, space-ground-based or autonomous navigation orbit determination by Inter-Satellite Links (ISL) has become one of the key technologies to enhance the ability of GNSS battle. In order to shorten the construct period of ISL and enhance the operation efficiency of GNSS, establishing a global navigation satellite simulation system with high precision satellite-satellite-station data is essential to complete simulation tests and technology confirmation. Satellite-satellite-station observation data has been researched systematically from generation theory, simulation method and rightness confirmation.High precision foundational models, including space satellite orbit model, clock error model, ionosphere delay model, troposphere delay model and multipath effect model, are established. Aimed at multipath effect, spherical harmonic function and trigonometric series function model have been established by International GNSS Service (IGS) data. Then, high precision simulation algorithm of satellite-satellite-station observation data has been researched, simulation flow has been designed and satellite-satellite-station observation data has been simulated. Satellite-satellite observation data simulation has been researched especially. This data is simulated under the construction of crosslinks plan of time division system and continuous system, which is designed on the basis of constellation structure and access analysis between satellites. At last, the rightness of satellite-satellite-station observation data has been validated by using STK software and self-loop proving method. Self-loop proving method is not only illustrated application flow, but also can give error precision of observation data during the application.This dissertation which has some application value can satisfy ISL development and test requirement of the next new generation satellite navigation system, provide data for theory research and test validation of orbit determination.
