With the progression of globalization, the research and development level andconversion rate of science and technology projects have become the important indexes ofthe overall competitiveness of a country or region. Accordingly, the authorizedadministrative departments at various levels annually allocate special funds from thepublic finance for the implementation of a number of key scientific projects so as topromote the development in science and technology, economy, and social undertakings.The budget assessment, as an important basis for measuring the input and output of theseprojects, has consequently received due attention.Science and technology funds provide the essential guarantee for the successfuloperation of the projects, but budget overrun, overinvestment, and improper use of thefunds may lead to loss of performance guarantee. Therefore, a scientific and reliableevaluation system will produce a direct impact on the quality of the implementation of theprojects and on the efficiency of their conversion.In general, the assessment of the fundingfor science and technology projects includes evaluation of the funding for projectestablishment, project implementation, and project completion. This study will focus onthe assessment of the funding for the establishment of science and technology projects inview of the problems of overfunding, underfunding, the subjectivity, and arbitrariness inapplying for project budget in Fujian Province. Routinely,The funding assessment centerson the judgment on the relevancy of the objectives, policy conformity, economicrationality, and feasibility of acceptance made by the expert panel, relevant authorizeddepartments and the financial departments. The study points out in this assessment modethe weaknesses of vagueness in content, uniformity, and subjectivity of the conclusion.According to the guidelines of dialectical materialism and philosophy of science andtechnology, it specifies and details the traditional indexes for evaluating scientific projects,follows the procedures of theoretical study, methodological study, and empirical study toundertake the collection of data and results of expert review, the computation of BPartificial neural network, and the demonstration of actual cases, and establishes anevaluation index system for funding science and technology projects in accordance with the conditions in Fujian Province, which may serve as a workable and rational means toevaluate the funding for scientific projects.This study is an innovation in theory, practice, and methodology based on thephilosophy of science and technology. With the development in the field, it may serveother studies of evaluation index system for funding science and technology projects.
