Natural disasters are always dangerous factors of human development. In the global context of extreme climate of the multiple trends, and the city to speed up the process, the urban meteorological disaster has become a major problem to restrict the development of cities. The city meteorological disaster research in the progressive development, research topics, the special class gradually increased.Island city is a relatively new city concept, in China, the island city not much, but our country is looking for marine resources development, development of the South China Sea area, the construction of the island city will have a period of rapid development. Therefore, the island city as a special research project will become a trend in the future.In this paper, a point of the island city, Xiamen island as an example, through the statistical data of meteorological disasters in the history,for item Meteorological Disaster Statistics,including typhoon, rainstorm, lightning, fog four projects. The characteristics and trends of typhoon disasters in Xiamen city is summarized in the summary:(1) the impact of Xiamen city in Northwest China are moving path of typhoon;(2) the direct effect of typhoon landing in Xiamen in recent years has increased;(3) increasing, the typhoon caused water logging disasters. The disaster trend of Rainstorm in Xiamen City: under the background of climate warming, at least in the salient features of strong precipitation as the representative of the extreme weather and climate events frequency increased, strength increase. The influence trend of lightning disaster: Lightning Disasters in Xiamen city after the statistics have increased. Fog features of Xiamen City: Xiamen city is foggy city, non haze, its main effect is the sea transportation and land transportation, the proportion of radiation fog of Xiamen fog is larger.Through the expert evaluation method and analytic hierarchy process were obtained using this vulnerability, 11 evaluation factors shown in different meteorological disasters in the city. Evaluation of the 11 elements: the first class residential area, the second class residential area, the third class residential area,port, storage, airport, road, crowded area, green space, open space, the bridge. In different disaster, the various element vulnerability are different. For example in the city flood, after using the analytic hierarchy process to analysis the various elements, the vulnerability of the various elements of the performance accounted for: high-rise buildings: 0.030; The first class residential area: 0.074; The second class residential area: 0.151; The third class residential area: 0.217; port, storage: 0.082; airport: 0.069; Road: 0.134; crowded area: 0.122; Green space: 0.020; bridge: 0.085; open space: 0.017. Through the ArcGIS software in the performance in the vulnerability assessment in the picture, you can visually see, road, crowded area, the third class residential area showed high vulnerability. In the assessment lightning high-rise buildings, the airport showed a high vulnerability. In strong winds evaluation of port, airport, bridge is a high vulnerability. In the heavy fog the evaluation of port, airport, roads is high vulnerability.In the comprehensive vulnerability assessment diagram of the people concentrated area is still a high vulnerability area, compared with the airport, some three living area, high-rise building is also high vulnerability area. The road and grade two residence belongs to the medium fragile zone, and the first place of residence has the ability to resist the weather disaster.. Overall, fragile area has a "∝" shape, in the disaster prevention can focus on Gulangyu, Xiamen University, Mingfa commercial plaza area.Finally, a series of relevant countermeasures and suggestions are put forward, which is comprehensive research results, meteorology, urban planning, urban management, the four aspects of the proposed measures to be more comprehensive.
