Groundwater resources is of great significance for the exploitation of oilresources in Hailar Basin. In order to ensure the exploitation of oil resources, thegroundwater should be exploited rationaly. The precondition of rational exploitationof groundwater resources is a good water resources evaluation.The hydrogeologicalconditions and geological conditions in the study area are understanded throughcollecting the results of previous studies and field surveys. Tertiary fractured porousconfined aquifer is selected for the purpose of aquifers of study area. The purposeaquifer in the study area is widely distributed, with medium enrichment of water.The aquifer hydrogeological parameters are determined mainly by pumping testand the results of previous studies in this paper. Also, the recharge resources andallowable withdrawal are determined in the objective aquifer. The standard scoringmethod and the fuzzy comprehensive evaluation method is used to evaluate thegroundwater environmental quality, in which the total water quality is classified into5ranks basing on concerning standards with13indicators in this paper. The evaluationresult is that groundwater quality is overall bad including Ⅲ(about60%of the totalarea),Ⅳand Ⅴby the fuzzy comprehensive evaluation method and Ⅴ by thestandard scoring method. The main reason is that the concentration of TDS, Cl-andSO42-exceeds in target aquifer, and Fe, Mn in some areas exceeds. Also groundwaterenvironmental quality, drinking water quality evaluation and boiler water qualityevaluation in target layer.According to the designed different mining plans, this paper uses formulasrelated to the well flow to simulate mining to calculate the water level drawdown in10years, to determine the water level changes within a reasonable range (maximumcalculated drawdown <allowable drawdown),then demonstrates that the groundwatersource building is technically reasonable. To compare different mining plans withpreferred cost calculations,determine the optimal plan.
