Nature Reserve Planning Of Cretaceous Jehol Biota In Fengning, Hebei Province

Fengning, the Manchu Autonomous County, is located in the north of Hebei Province. This region is the main area for the existence and evolution of Jehol Biota. Large amount of fossil organisms were preserved in the strata of Late-Mesozoic, and they were especially abundant in Senjitu-Sichakou basin north to Fengning County. This evolution of region was influenced by Indo-China movement and yanshan movement in Mesozoic. Compared with other regions that Johol Biota are preserved in, the fossils in this region are larger in amount and more diversed in generas. They are well preserved in inner structure and morphology, which is of high research values in geology and palaeobiology. The fossils mainly occur in Dabeigou Formation, Yixian Formation, Jiufotang Formation and interbedded strata of volcanic sediments.Northern Hebei Province and Western Liaoning Province are both representative regions of Jehol Biota, while Northern Hebei Province is relatively weak in research, protection and exploitation of the palaeontologic fossil resources. Unscientific exploitation, assemble and smuggle of the fossil are quite common. Discover of some important fossil attracted people’s attention to Jehol Biota in Northern Hebei Province gradually. In1990s, the state and the government legislated to protect and preserve the palaeontologic fossil resources. In order to ensure longterm existence of Jehol Biota fossil resources, it is necessary to establish a nature reserve, which is supported by the law.In the thesis, the palaegeography, stratigraphic horizon of Jehol Biota and time distribution features of the major groups are discussed. The fossil is classified in forms of values according to " Catalogs of classification of palaeontologic fossils in Liaoning Province" and relative standards set by the predecessors. Based on ecological integrity and sustainable development, the boundry of the nature reserve is determinated according to the features of fossil resources in Fengning and local natural and economical conditions. The core area, buffer area and experimental area are recognized, which are21km2,91km2, and700km2respectively. In addition, the safeguard, managerial system, research supervision, propaganda, infrastructure, tourism and diversification are also programmed. With the development of the management, the nature reserve in Fengning will be a comprehensive one of geology ichnite with resources conservation, scientific research, scientific propaganda and eco-tourism.
