Rapid urbanization made coastal land resources more and more tense. To extend the broader space, coastal areas and cities have carried out land reclamation activities. Massive and chaotic land reclamation caused serious damage to the marine environment, including the loss of the original marine ecosystem, the wetland space, and the regulation, production and cultural functions of the ocean. How to ensure the orderly reclamation and the protection of the marine environment have become China’s current problems. This paper tries to come up with the integration mechanism of land reclamation planning and environmental impact assessment, and provide effective methods for future planning and environmental management.First, through the comparative research of literature and history, it will summarize foreign advanced experience and find our country’ s deficiencies. Secondly, on the basis of in-depth study of the foreign mechanism, we can find some experience on the Dutch horizontal and vertical organizational structure, the Japanese legal and management system, the American public participation’s object, subject, procedure and method. Finally, in view of the current situation and problems, it will propose effective ways and try to build our country’ s integration mechanism of land reclamation planning and environmental impact assessment. This paper will fill gaps in the domestic theory and contribute to the planning and environmental impact assessment on the management and operation.This paper consists of six departs. The first part is the introduction, background, significance, and the comparative theoretical study. The second part is the comparative study of the history of land reclamation planning and environmental impact assessment, as the Netherlands, Japan, America and China for example. The third part, divided into three chapters, is the main part and deeply research on the Dutch organizational structure, the Japanese legislative system and the American public participation. Based on the above study, the fourth part analyzes China’s current situation and finds the main problems. The fifth part presents the integration mechanism. Finally, there is the summary and overview of the study deficiencies, as well as prospects for the future research.
