The grain for green project started in1999. It was a large ecological project in China. In the last ten years, the project had not only brought land use a dramatic change but also created significant ecological effect as well. The quantification of land use and land cover changes caused by this program is one of the biggest issues to research the effect and efficiency of this project.The other project named "every village access roads" was stated in2006. It was one of the projects in the public interest which directed by rural-urban balance development policy. It was a significant action for village construction. The project aimed to construct concrete or asphalt roads to every village, and to increase the accessibility and distribution of rural road network, then overcome the traffic obstacle for rural economy development. On one hand, this project promoted regional social and economic development and rural-urban construction, especially on increasing farmers’ income. On the other hand, it made profound effect on land use change in construction area.The Lancang River watershed is a typical mountain and deep valley area. This area is a key area for researching ecology and geology. Meanwhile, its condition such as rich in resources, and fragile in eco-environment and, environmental degradation and widespread poverty was typical and reprehensive in southwest of China.This paper studied the two policies implementations in Lancang Watershed of Weixi county as one of the cases. This county located in the core region of Three Parallel Rivers of in northwest of Yunnan, based on Satellite images acquired in2000and2010and DEM are available. The methodology was used in this study mainly contains the following four aspects:(1) comparing pixel-based and object-based image analysis approaches, analyzing these two methods on the result of landslide detection and common features detection;(2) land use mapping about2000and2008in Lancang Watershed of Weixi (3) using object-based change detection analyzing the characteristics of land use change in Weixi county from2000to2010(4) analyzing eco-efficiency of land use change under the influence of the grain for green project and every village access roads through land use change detection from2000to2010 The studies lead to the following major conclusions:1. In the condition of mountainous complex spectrum, object-based method is better than pix-based method in road slide detection2. Characteristics of land use and land cover change. From2000to2010, Weixi county woodland and landslide had substantially increased; cropland and shrub and herb had reduced in some extent.3. The dimensions of grain for green project and every village access road program. With s Grain for Green Project executed, it has brought significant eco-efficiency. During the ten-year period from2000to2010, the forest cover rate had increased remarkably. The area of cropland slopes over25°decreased significantly. The construction of every village access road program was little impact on landscape change. Its side effect was much lower than the optimization and improvement of sloping land conversion program.
