With the developing of the global warming and sea level rise, more and more meteorological disasters occurred. At the same time, with the rapid development of China’s urbanization, marine disasters’impact on China become seriously. In the Chinese coastal region the economics are well developed with important industrial facilities, and these areas are likely affected by the storm surge and extra tropical storm surge disaster risk with increasing loss influence in large scale. Storm tide disasters risk of coastal area has been the hotspots in international society as well as the frontiers of science in research field.On the basis of the achievements of previous development in disaster risk research, this research selected Xinanhou river as study river for the demonstration of storm tide disaster risk assessment of coastal tidal river. The followings are main works of this research:first of all, this research makes a summary to the situation of storm surge risk management. Then the main content of this paper and the corresponding technical route were proposed. Secondly, this research explores the method system of storm tide disaster risk assessment. Papers detail the theoretical system, analysis content and the evaluation content of the storm surge disaster risk management. Secondly, combined with the main features of the river the thesis proposed to use qualitative analysis and quantitative analysis to identify risks, and use the HEC-RAS to calculate the water line. The results were used to make a disaster risk identification, risk analysis, risk assessment to the coastal tidal river. Lastly, by analyzing the influence of the storm surge to the coastal river, the thesis adapts to establish disaster prevention emergency management system, to achieve sustainable development of Huangdao.
