Fujian province is located in the southeast of China, with hilly coast, complex geological conditions, frequent heavy rain, strong human engineering activities and geological hazard with characteristics of many accident locations, wide area, small scale and big harm, which brings great threat to people’s life and property and which causes to big damage to the regional ecology and geological environment. Geological disaster information forecast and emergency control system is a comprehensive system that used by the departments of land and resources for managing the geologic hazard, for monitoring the geologic hazard, for forecasting the geologic hazard, for emergency management, for hazard evaluation and for issuing the information related to the geologic hazard. The user can search the information related to geologic hazard via government affair network or internet with strong spatial analysis and information management functions, this system provides the service to administrative department for geologic hazard management and provide effective support to leaders for decision-making.This thesis is to research on geologic pre-alarm and control system based on the above, this system is configured by using C/S and B/S, it can present the senesce of accident location by using the combination of 3 D modeling and spherical panorama based on the secondary development of GIS platform. It can make more accurate alarm and control on the regional geologic hazard with the analysis on the probability and distribution of geologic hazard with different scales of time and space, by using GIS and RS technology and integrating the factors such as geological and geographical information, geological disaster information, rainfall, human engineering activities etc. Meanwhile, providing the support on the emergency control and decision making by presenting the scenery of accident location based on the 3 D modeling and spherical panorama technology.
