Scientific decision-making has been an important topic in mathematics and management disciplines. The related research of lattice theory is applied to the decisionmaking model, to rational behavior decision-making theory which means a development and improvement. Set pair analysis is a new kind of tools to deal with uncertain information, and it can descript problem uncertainty more objectively and reasonably with connection number. Therefore, the set pair coefficients of lattice structure characterizing, and be applied to the decision-making system, which has important theoretical significance for the development and improvement of lattice order decision.Firstly, based on the two-valued logic and fuzzy logic, concepts of set pair logic is proposed, and gives set pair logical calculus rules, also discusses the basic concepts and the basic form of fuzzy set reasoning in the single and dual domain. Secondly, we propose the concept of set pair utility function, explore the relationship of threedimensional priority principles, and methods of constructing lattice structure are given and establish set pair analysis model of lattice order decision. Finally, considering the reasoning relations under the fuzzy conditions, set pair coefficients form of real-domain expressions and inference rules of operation are given, and combined with decision principle, constructe the truth value linking function set and give the principles and methods of constructing lattice structure, also build model based on set pair reasoning of lattice order decision-making.Set pair reasoning is a more objective form of reasoning, which is better description of reaction about the problem more objective. In the decision-making system, the research of the set pair coefficients of lattice ordered provides a new method for solving the problem of multi-attribute decision-making, also for the development and improvement of lattice order decision theory.
