exposed it’s disadvantage.Now solve the environmental problem, we need continue to look for a effective、reasonable and flexible management mechanism.Governance rely on government power, the top-down approach,lack the initiative and enthusiasm of the masses,therefore we shall mobilize social forces, introduce the concept of "market- right" and "society- social power", combine the power of the state, market and society, manage environment and form a benign governance of three phase separation but interaction.Environment is the public resources and it is limited, if we want to keep the sustainable development of the production and living,the sustainable supply capacity of environment should be treated as the target,then various rights of supply、production and consumption involved should be connected,This makes the environment deposit system produced and developed.The second quarter of first chapter is the contents of environmental deposit system theory,fully grasp the
