In recent years, the increasing proportion of low permeability reservoir oil reserves, compared with other types of reservoir overall, the development effect is poorer, although for some blocks the development and production technology to improve test, the effect is not ideal enough. For comprehensive analysis and evaluation of this kind of reservoir, this paper based on the characteristics of low permeability reservoir geological characteristics and seepage, package bao14 block in liaohe oilfield as an example, in the development, research, analysis of the governance effect, with average permeability and reservoir physical property of crude oil as the main index, the reservoir thickness, reservoir buried depth, geological reserves of crude oil, as reference factors such as difficulty of development, mining effect, the governance of low permeability oil reservoirs, the transformation feasibility and potential are analyzed. The calculation of low permeability reservoir seepage of produced fluid rate, water cut development indexes such as the start-up pressure gradient should be considered; with the constant change of reservoir performance, development series of strata and well spacing must be reappraisal and determine; using fracturing technology, bao14 block 7 production wells of daily oil production and decline rate are improved; the potential of the study area can be considered from subdividing development series of the strata, cyclic waterflooding and supplement water injection well, change flow direction, control the injection-production ratio, considerations for acidizing and so on.
