People’s lives and property and social security is greatly threatened in the environment of global meteorological disasters occur frequently. Disaster areas is quickly rescued is the primary goal after the meteorological disaster, the government want to quickly complete the rescue of the disaster areas, decision-making for the establishment of emergency supplies repository and the allocation of emergency rescue vehicles resources are essential, so reasonable emergency material storage location and the deployment of emergency rescue vehicle not only can protact its coverage region’s safety, and maintain the stability of society, but also timely and rapidly distribute the disaster relief supplies to the affected areas after the disaster.The paper establishes three mathematical model based on the model of location model at domestic and overseas, the relevant theoretical knowledge of meteorological disasters and the study of the non-dominated sorting genetic algorithm with elitist strategy (NSGA-Ⅱ) that can solve the multi-objective problem, according to the uncertainty of meteorological disasters and the characteristics of emergency disaster prevention and mitigation system. Respectively, the paper establishes emergency logistics reserve site selection model in the third chapter, three objective functions include:(1) minimization of the regional location number; (2) minimization of funds to establish reserve; (3) minimization of the weighted distance. After modeling; According to the characteristics of route choice of emergency rescue vehicles and resource allocation problem of the wounded in the disaster, the multi-objective model is established to minimize the delay cost, minimize the vehicle running time and minimize the number of non rescue as the objective function in the fourth chapter.;The paper establishes a multi-objective integer programming model to minimize the total cost, minimize the vehicle running time and maximize the repository coverage area as the objective functions for emergency supplies reserve storage location problem according to the uncertainty of meteorological disasters in the fifth chapter, based on the emergency material storage location problem and the stage of relief supplies distribution. The paper designs to suitable genetic algorithms after establishing the model respectively. The third chapter utilizes NSGA-Ⅱ and MNSGA-Ⅱ to optimize the models. the fourth, fifth chapter utilizes NSGA-Ⅱ with double-deck gene and double-deck SBX (NSGA-Ⅱ with DD SBX) to optimize the respective models. And enumerate a numerical example respectively, substituting it into the program, to get the final Pareto frontier. The paper gets the results by the program, and analyzes the results of the Pareto frontier, the Pareto frontier corresponding solutions and program execution time. The validity of the model and the reasonableness and accuracy of the algorithm is proved in the end.The last chapter is the conclusion, analyzes the characteristics of the model and the validity and accuracy of the model’s algorithm in each chapter. And the chapter points out the innovative pionts, the shortcomings in the paper and research directions in the future.
