Since the establishment of the Maxwell’s equations, the electromagnetic wave propagation is more and more widely used. With the birth of homogenization method, the study of the electromagnetic properties of some heterogeneous material develops accordingly. In his paper, we mainly introduce some related issues of the influence of rough surface on the electromagnetic wave propagation. With using the homogenization method, some basic electromagnetic theory, the approximate expansion of Maxwell’s equations is calculated. The simplified boundary conditions of a rough surface would be obtained eventually, using the result above and the characteristics of integral. We can apply boundary conditions to the H-and E-polarization plane wave incident on a two-dimensional rough surface, and get reflection coefficient. Finally through comparing the results with some literatures related, it is concluded that the result of this paper under certain conditions is correct.
