Xinjiang is a huge area with widely dispersed rural settlements. Traditional manual measurement is still widely used for rural cadastral survey, which is labour-loaded and time consuming. Remote sensing can only obtain spatial information and need a relatively long time of revisitation, also showing low spatial resolution. In contrast, the laser radar scanning technology is highly accurate, and efficient, with which data can be easily collected and it can be automatically proceed. The merits of this technology are suitable for the rapid developments of cadastral survey.This study collected 3D point cloud data of three house Huocheng County township mainly using lidar measurement, combined with Ground Lidar buce. By using the RiSCAN PRO software the point cloud data were roughly aligned, coordinate transformed, and accurately stitched. Based on the principle of vector cadastral map, the 3D point cloud data was further accurately spliced into CASS9.1 software, where the spliced cloud data was vectored and output as the cadastral map in CAD2008. Furthermore, according to the cadastral survey of national standards and rules, the cadastral map was examined for plane precision and plane control survey detection The plane precision of examination was proceeded by selecting N points from a random sample of cadastral map, which can determine the differences between measured coordinates and the map coordinates from which the detection error was obtained to justify the quality of the allowable value. Plane control survey detection was made by randomly sampling cadastral map coupled with respective field inspection, verification and calculation as well as comparative analysis and inspection. The quality of data points, the quality of data element and that of literature was also weighted and quantitatively scored to determine the qualification of the map. At last, the results of this study were statistically analyzed.The main conclusion as following:(1) Cadastral map plane accuracy test results: 20 detections were randomly selected from 36 pictures of cadastral survey. Four of these 20 detections were good products while the other 16 products were qualified and no unqualified phenomena were observed. Consequently, the yield rate of products accounted for 100%, and rate of good productions accounted for 80%. The plane control survey test results: 7 randomly selected samples reached the level of good. Collectively, the output map can satisfy the national cadastral map cadastral survey standards and procedures, and was of good quality. The results showed that the application of 3D laser radar technology to the three rural cadastral Huocheng county can be feasible. In comparison to traditional cadastral surveys, this technology had smaller errors and higher rate of production and can be a good technical scheme for promoted uses.(2) By analyzing the advantages of the technology, the application of 3D laser radar in cadastral survey data collection is of high degree of automation, high accuracy of measurement and high repeatability. It also shows merits of easily used for compatible to computer and softwares. This paper introduces the research progress of laser radar technology at home and abroad and its application to town cadastral survey of principles, methods, requirements and so on, the first attempt in the town cadastral survey using laser radar technology; And studies the principle of laser radar technology method, this paper discusses the key technologies of lidar point cloud data processing. Then, the paper introduces the processing of laser point cloud software, and finally, focuses on the processing the algorithm, the method of laser point cloud data, and explore the laser point cloud data splicing.
