With the development of economy and urbanization, population density and building density is increasing rapidly, earthquake and natural disasters are terrifying and becoming a serious threat for human survival. The regional stability is controlled obviously by the earthquake and structural. So, it’s very important to study regional structural stability in the early planning and construction of the new area. Tong Chuan new area, the key construction aera of national high-tech industrial development zones of Guanzhong, located in the Weihe basin and the Loess Plateau’s, located in the border area of seismic zoning map of china meanwhile.The assessment of regional structural stability and Seismic risk probability has important meaning to the planning and construction of Tong Chuan new area,and the prediction and counter measures of the geo-hazard.Taking Tong Chuan new area as research area: analysed the seismic activity and seismic structure based on the data which we collected and measured, analysed the seismic risk by Quantifing the seismic hazard assessment index, such as potential source area, attenuation relationship,combined with the engineering geological condition, we got the peak ground acceleration. Geo-hazard induced by earthquake was analysed meanwhile.Taking peak ground acceleration, Geo-hazard induced by earthquake, surface stability and so on as structural stability assessment index, The study area is devided and calculated by ARCGIS. Zoning map of regional structural stability of Tong Chuan new area which can provide reference for urban planning is compiled at last.Most region belongs to relative stability areas(Ⅱ), south region belongs to relative unstability areas(Ⅲ).
