The paper mainly discussed the laser scattering characteristics of plate target and the effects of the atmospheric attenuation and turbulence on 1.064μm laser pulse signal. Aiming at the pulse signal characteristics of a set of laserguided weapons, the corresponding data processing software has been completed with Delphi.7.Because of the random fluctuation of atmospheric attenuation coefficient and laser’s lasing energy of outfield measuring, the two-channel and relative measurement method has been presented. The lidar scattering cross section(LRCS) and hemisphere reflectivity of the target plate can be calculated by comparing with that of the standard plate. The experimental value of the target plate’s hemisphere reflectivity is 24.9%, the real value of it is 25.3%, so the relative error between them is 1.6%, and the results satisfy the accuracy requirements of outfield test, the analysis of experimental results indicates that the influence of the random fluctuation of atmospheric attenuation coefficient and laser’s lasing energy on the test results has been washed away very well by using the two-channel and relative measurement method. The analysis for the returns range corrected signal has been finished with least-square fitting, the squares of correlation coefficient between the returns range corrected signal and the transmission distance are close to 1. It indicates that the experimental curves of mean voltage and mean power meet the negative exponential curve very well.And last, the radiation fog drop size distribution and atmospheric attenuation verse visibility, the effect of atmospheric turbulence and the distance of propagation on the variance of laser intensity and the scattering characteristics of the solar sky-earth background radiance incident to target plate have been experimental analyzed.
