The Influence Of Carbon Tariff On The Economics Of Guangdong

The whole word has attached great importance to the environmental damage caused byexcessive emissions of carbon dioxide. Quite a few countries have passed the relevant lawsand policies to reduce domestic carbon emissions. China has also taken a series of measurerelated to the carbon emission reduction and established low-carbon experimental cities.Some developed countries try to maintain the international competitiveness of products, theytake advantage of low-carbon technology and strict limit on emissions of carbon, and putforward to impose export carbon tariff. What effect will carbon tariff make for export tradesituation and the economics, it is a great issue worth study for China. This paper takesGuangdong Province as the object of study, analyzing the impact on carbon tariff economics.The carbon tariffs will be levied on the carbon content of export commodities. So it isessential to account the present level of carbon emission and should estimate the impact onthe economics of Guangdong province.This paper firstly calculates the carbon content of unit product. Because of the largeexport volume of Guangdong Province has caused carbon emissions in China transferred fromforeign countries, so in this paper I calculate the carbon content of main Department ofGuangdong Province by using the concept of Embodied Carbon and the input-output model.In this paper, after the analysis of the Guangdong input-output table，combined withGuangdong statistical yearbook, the author merged42Department of Guangdong Provinceinto10main sectors. Firstly, to get the Completely consumed Matrix of Guangdong Provincethrough a series of matrix operations, and combined with the exports and imports ofGuangdong Province to calculated the net export carbon in foreign trade of Guangdongprovince.This paper use the computable general equilibrium model to analyze the effect of carbontariff on Guangdong Province economics. Based on the macro social accounting matrix ofGuangdong Province and combined with input-output model, This paper calculates10unitsGuangdong Province social accounting matrix with carbon tariff through the GAMS operationadjustment. Based on social accounting matrix, The carbon tariff module is added to theoriginal four model of computable general equilibrium model. Through the GAMS analysis, under the situation of4tax rate, I get the influence on the macro economy, export price andimport and export volume of Guangdong province.All carbon consumption of one unit of product in the production process can be getthrough the calculation of input-output model, avoid the one-sided analysis from the ultimateproduct level, also provides comprehensive data to the construction of carbon tariff socialaccounting matrix. The analysis of computable general equilibrium simulate the situation afterthe collection of carbon tariffs under different tax rates. The research has importantapplication value and practical significance in energy saving and the reduction of emissionand the adjustment of the industrial structure of Guangdong Province.
