Performance Evaluation Of Environmental Regulation In China And Its Coupling Test With Economic Growth

As the world’s largest developing country, Chinatakes development as the firsttarget. The extensive mode of economic development at present, combined with China’sunreasonable environmental regulation system lead to problems such as lowenvironmental regulation efficiency and increasing contradiction between economicdevelopment and ecological environment. Therefore, our country should improve theefficiency of environmental regulation to promote coordinate and sustainabledevelopment of economy and environment. However, for the relationship betweenenvironmental regulation and economic development, academia has different opinions:"abide by costs" scholars believe that environmental regulation will increase the cost ofenterprise, decline its profit and hinder the economic growth of China."Porterhypothesis" supporters argue that when the "innovative effect" is greater than theregulation cost, environmental regulation will promote enterprises to carry out technicalinnovation, improve the social productivity, so as to promote economic growth. Thispaper argues that, the relationship between economic development and environmentalregulation is according to the change of economic development. So, how’s theefficiency of environmental regulation system of China? How’s the present couplingrelationship between environmental regulation and economic growth? How can ourcountry’s economy and the environment together, coordinate and sustainable develop?I’d like to explore this study with the above issues.This article expresses the connotation of environmental regulation and itsclassification, analysis theories of environmental regulation and its relationship witheconomic growth, study the literature around the theme. This paper argues that therelationship between environmental regulation and economic growth in the in the earlydevelopment of economy showed a negative correlation relationship, as the economydeveloping, after a turning point, it will turn to be a positively correlated one. Secondly,this paper uses qualitative analysis to study he current environmental regulation systemin our country from the perspectives of institutions of our country’s environmentalregulation system, the institutional framework and regulation tools, and finds that theenvironmental regulation system of our country beginning to take shape and formed bythe combination ofnew and old system under guide of the three environment policy.Thirdly, this study uses the radial super efficiency DEA model to calculate the efficiency of our country’s environmental regulation after designs theperformanceevaluation system of environmental regulation in China. The study found that there’slarge difference of environmental regulation efficiency among provinces, but t on thewhole he regional environmental regulation efficiency present a trend of convergence.Then, based on the measurement of the coupling and coupling coordination degreebetween environmental regulation efficiency and economic growth,found that theoverall coupling degree of environmental regulation efficiency and economic growth isin Xiehang period, but the reasons they are in the same period are differentdue to theregional economic development level and environmental regulation efficiency level,also the relationship between environmental regulation and economic growth is not thesame. Therefore, different regionsshould take the special circumstances intoaccountwhen making policies. The study also found that the coupling coordinationdegree of environmental regulation and economic growthshocking up. Theinteractioneffect between Environmental regulation efficiency and economic growth remains to beimproved. Finally, based on the existing research conclusion, and guided by theprinciples of sustainable development, this article put forward applicablesuggestionwhich can improve national and regional environmental regulation efficiency.
