Controlling E-waste pollution at source concerns pollution prevention throughout the lifecycle of electronic products will help to reduce environmental pollution, promotecomprehensive utilization of resources and improve the efficiency of pollution control. Howto guide the electronic products manufacturer for electronic wastes pollution control at sourcehas a very important practical significance in developing recycling economy and promotingsustainable development. The previous literatures on electronic waste controlling focused onelectronic waste recovery processing, and combing our electronic waste pollution control lawsand administrative measures, found existing laws and regulations lack in pollution control atsource, also in green manufacturing, there are little literatures on analysis factors ofproducers’ green production behavior. Based on the previous literatures, this paper conducteda study as follows:(1)Game models for production decision of manufacturer pollution controlling at source.A new method for dealing with electrical waste, using game theory and evolutionary theorystudies of green production decision-making behavior in the oligopoly market andcompetition in the market, and no reward and punishment mechanism. Through thecomparative analysis of decision threshold of producers, and the way the green marketevolution, and finally puts forward the governance path of China’s electronic waste sourcepollution control should be exemplary publicity, government promotion--market evolution,the withdrawal of government, the studies improve the pollution control system of electronicwastes in china.(2)Game models for government optimal subsidy in pollution controlling at source.Different from the previous literature, established by the social welfare objective function ofconsumers, producer’s composition, analysis the problem of formulating government optimal subsidy standards to achieve social Pareto optimality conditions, the subsidy mechanism isestablished based on sophisticated consumer preference coefficient and the green productmanufacturing unit cost is effective.(3) Construct a model of supervision of the producer source pollution, thorough whichthe government and consumers play a very important role. Correlation analysis of governmentsupervision, incentive coefficient and green consumer preference degree, enhance thesupervision and encouragement of the most effective degree, the consumers’ greenconsumption consciousness is the inherent power of producer’s source pollution control. Thus,enrich the content of the pollution control of electronic waste.(4) Using ISM theory to find the key internal factors, which influence the manufacturerof controlling electronic waste pollution at source. We use ISM theory to establish a map,finding out the key internal influencing factors, in order to provide the basis for thedevelopment of electronic wastes pollution control strategy.
