Environmental Impact Analysis And Environmental Management Of Xinjiang Cottonseed Oil Production Process

Xinjiang, covers4,025,500hectares of arable land, of which1,720,800hectaresof arable land is cotton, as a result, Xinjiang is China’s largest place of cotton origin.According to incomplete statistics, there are~70companies in Xinjiang with a dailyYield more than200tons. Whereas most of which still use the pre-pressproduction process–leaching method for the produciton, so Xinjiang cottonseedproduction work is still in an beginning, up to the date of finalization of this thesis,none of these cottonseed oil producers have a complete environmental managementindicators. Based on literature review, the present study found that the currentevaluation system exist the problems such as lack of objective evaluation results andpoor operability.Based on the analysis of relevant academic literatures, the current cottonseedproduction index systemand indicator system were studied and analyzed, the presenstudy found that the main problem of the cottonseed production management systemin Xinjiang mainly consist of:(1) The quantitative indicators are still not enough.The current widely used index and management systems use qualitative index thentransformed to quantitative ones through expert scoring method.(2) Poor operability.Environmental assessment index and management system of cottonseed oilproduction in Xinjiang mainly focuses on macro perspective (purely technical level),rather than specific and actual ones. Such a combination is very difficult to evaluatethe results of a quantitative objective. To compensate for these shortcomings, thisstudy based on a information collection, on-site investigation, and consulted severalindustry experts, with special reference to the relevant laws, regulations and standards,comprehensively analyzed some oil companies at Xinjiang. In order to build a realcase based, more objective, qualitative and quantitative combination of outstandingoperability evaluation system, through the use of the index system, ultimatelyevaluated the operability of index system operability. The main conclusions are:First, the process of cottonseed production at Xinjiang has reached a level ofdeveloped countries, so the development is predicted to be positive in the nearfuture.With the rapid development of China’s economy, the demand for cottonseed oil isalso increasing, as Xinjiang is one of the three cotton yield place in our country,therefore the development of Xinjiang cottonseed production is imperative. At thebeginning of2009, Xinjiang Uygur Autonomous Region has become one of China’slargest production base of cottonseed oil, especially in the southern Xinjiang. With thesupport from government, the production technology has reached the nationalstandard.Second, the environmental impact analysis process Xinjiang cottonseedproduction mainly in the atmospheric environment, water environment, noise, solidwaste and environmental risks.Xinjiang cottonseed production for the implementation of the project, possibleenvironmental impacts were analyzed, can prevent or mitigate adverse environmentalimpacts fundamentally, while the corresponding countermeasures and measures. Inlayman’s potential impact on the environment after the completion of the project is toanalyze the production and pollution prevention strategies and measures proposed,that is, to be more accurate lower cottonseed production process Xinjiang harm to theenvironment.Third, the establishment of Xinjiang cottonseed production index system ofenvironmental management should establish based on the principle of combiningquantitative and qualitative and emphasizing the role of quantitative indicators.In this study, combined with the access to information and case, theestablishment of Xinjiang cottonseed production management indicator systemenvironment; were four levels of the index system, which are the target layer, criteria layer, feature layer and index layer, which layer is environmental protection standardsindicators, circular economic indicators, and green management indicators; elementslayer is divided into environmental quality indicators, utilization indicators pollutantemissions, waste disposal rate, ecological indicators, output indicators resources,resource consumption indicators, resources, investment targets, green productiontargets, cleaner production targets, indicators management system, informationplatform indicators and indicators of environmental advocacy. The index level is setby the28indicators developed.Fourth, operability is a prerequisite for cottonseed production managementsystem of environmental indicators of successful application in Xinjiang.Index system established by a number of experts to review, demonstrate thatthere is a high index system is operational, the establishment of the index system andthe various indicators of this article reflects the thinking of environmental prioritiesand indicators index system of representative and easily quantifiable ideas. Afterfully listen to the views of the experts, the authors improved the index system andultimately be given by the experts of the index weight.Fifth, the case studies show that Xinjiang cotton seed production is a bigpolluting industries, the need for a more comprehensive environmental managementindicator system constraints.This paper will establish indicators applied to oil companies in Xinjiang KashiJia County Division instantiate analysis, the cottonseed oil production is a bigindustry pollution, pollutant treatment failure if the last condition or any stage in themanagement of will have a huge impact on the environment. Therefore,environmental management indicator system developed in this paper can actuallyXinjiang cottonseed production companies and management constraints, solve thebig problem of pollution from the root. The main results of the paper:First, the Xinjiang cottonseed production presents a complete environmentalmanagement indicators.This paper has defined the guiding ideology, principles and structure of the indexsystem established; collect data repeatedly consulting experts, selected the clearmeaning of each indicator for each indicator and to perfect; through scoring experts,to determine the weight of each indicator weight, eventually established a completesystem of Xinjiang cottonseed production management indicator system environment.Second, the index system with good resultsThe author of this thesis index system established successfully applied to thecounty in Xinjiang Kashi Jia County Division oil companies, through which the indexsystem of enterprise applications, and access to the ideal results.
