What study most about the Guangxi Beibu Gulf Economic Zone before is how to accelerate the speed of economic development. What study most about the cooperation of Guangxi Beibu Gulf Economic Zone before is how to strengthen the domestic cooperation, the Pan-Beibu Gulf cooperation and international cooperation, while the study of regional economic cooperation between governments is less. About the study of governments cooperation under the view of conservation culture, althought which is ralated the contents of how cross-regional cooperation to governance environmental problems, but never related Guangxi Beibu Gulf economic zone. The Guangxi Beibu Gulfe Conomic Zone as a whole area to communicateand cooperate with domestic and aboard, every regional goverments must pay attention to conservation culture to built government cooperation mechanism. Governments cooperation mechanisim to form the resultant force to promote the construction of conservation culture and build a better environment. Using multiple governance theory as the analysis tool, this paper in-depth analytic GuangxiBeibu Gulf Economic Zone status of government in the construction of conservation culture, through the analysis, rinding existing problems, then points out the cause of the problems. Lastly, based with these three parts above, around government cooperation mechanism as the research objective in the conservation culture of Guangxi Beibu Gulf Economic Zone. This paper using literature research, comparative method and inductive method, the multiple governance theory as the analysis tool, put forward through the establishment of cooperating small government and large liberalization market, increasing the participation of civil society and building a harmonious relationship among government, market and civil society these aspects as building path of government cooperation mechanism in the building of a conservation culture of the Guangxi Beibu Gulf Economic Zone.
