In the21st century, the sustainable development of ecological environment and climate change phenomenon became the most challenging problems in human being society. Fortunately, low carbon development provides us with a new environmental-friendly solution.Having the largest population in the world, China should respond positively to climate change by promoting the development of low carbon. The action not only shows our responsibility as a large nation, but also helps the society to overcome resources constraints and thus achieving the sustainable development. In the report of the eighteenth congress of the communist party of China, it points out the efforts should be contributed to "promoting green, sustainable, and low carbon development, forming the resource conservation pattern and environmental protection, industrial structure, mode of production and way of life". From the18th third plenary session, the report of "the decision of deepening of reforming several major issues made by central committee of the communist party of China " points out the view that " by constructing of ecological civilization, people must establish a complete system of ecological civilization system, the strictest system of protecting the source and compensation of damaging system, responsibility system, improve the system of environmental management and ecological restoration, using system to protect the ecological environment".Now, Sichuan province is in the process of industrialization and urbanization accelerated development and facing significant challenges and opportunities. This topic in the experimental region for sustainable development (experimental region for short) as the object of study to explore how the government guide the low carbon development and make breakthroughs of energy resources and environmental capacity limits. Also, for Sichuan province, people should target the low carbon development based on the characteristic of Sichuan province, and achieve the meaningful goal of building a well-off society in an all-round wayHas strong externality of green and low-carbon development, easy to cause the "hitchhike" phenomenon, only under the guidance of government, give full play to the fundamental role of the market in order to realize the effective supply. This paper based on the sustainable development ability to find the ways to guide the green low carbon development in experimental region. By summarizing the experience of green low carbon development in experimental region, firstly based on the experimental region and then comprehensively expanding green low carbon development to the Sichuan province.As the typical chemical circulation leading industry in the western hills of the old industrial area, LeShan WuTongQiao district is under the construction to be more industrialized and urbanized. However, it also faces the pressure of reducing emission and developing at the same time, which is similar to other cities. Through the analysis and explore the area of green and low-carbon development, development strategy, implementation, sums up the development experience, provide a model reference for the same type of green and low carbon development area.This article use the pusher structure arrangement to state the theory of green low carbon in-depth step by step. First, this paper introduce the research background including the research status all around the world, and analyze the significance of topic. Second, the author proposed a new solution of low carbon development targeting the market failure after deep understanding the green low carbon development related theory, and analyzing the present situation of green low carbon development in Sichuan province. Finally, the author prove the feasibility of this experimental region green low carbon development using LeShan WuTongQiao district experimental region as the object of practice.
