| With the speeding up of urbanization and industrialization in China, the outbreakof sudden water pollution accidents become more and more frequently, whichseriously affects people’s life and property safety, and brings great economic losses tothe society. Based on this background, academic circles have gradually paid muchmore attention to the safety of water resources; the emergency capability constructionof water pollution accident has also been more and more people’s attention. However,the researches in the emergency ability connotation, composing of index system andcomprehensive evaluation of water pollution accident is still in the minority.Combined with the characteristics of sudden water pollution accidents, this paperanalyzes the affecting factors of emergency ability deeply and systematically from thewhole process of sudden water pollution accident, and establishes the emergencycapability evaluation index system model of water pollution accident. Through theempirical analysis, this paper discusses the relationship among various factors whicheffect emergency ability of sudden water pollution accident, and the effect order ofeach factor, eventually evaluates comprehensively the emergency ability of suddenwater pollution accident. The main research content is as follows:First of all, based on study and analysis of domestic and foreign literature, thispaper expounds the connotation and characteristics of water pollution accident andemergency ability, and combined with the characteristics of emergency management,defines the connotation of emergency ability of water pollution accident.Secondly, surrounding the connotation of the emergency ability of waterpollution accident, analyzes the influencing factors of emergency ability deeply, andestablishes the index system of influencing factors of emergency ability, whichincludes five factors, such as emergency resource support capability, emergencymanagerial capability, emergency monitoring and warning capability, emergencyresponse and command capability, recovery capability.Again, on the basis of reference from domestic and foreign research scale, thispaper has drawn up questionnaires around the index system of water pollutionaccident emergency ability to investigate G environmental monitor station, and analyzes the recycling effective questionnaires by reliability analysis and applicabilityanalysis.Finally, based on the analysis of the influencing factors of water pollutionaccident emergency ability, this paper puts forward the concept model of theinfluencing factors of water pollution accident emergency ability. And according tothe analysis of the questionnaire data, the initial model is established. This paperanalyzes, fits and evaluates the initial model by the SEM, and finally establishes theindex system of the influencing factors of water pollution accident emergency ability.According to the verification results of the model, through normalization processingof the index weight, and combined with the scores of each index in the questionnaire,the paper evaluates water pollution accident emergency ability of G environmentalmonitor station. The study result of the paper is of beneficial reference to theemergency capability construction of water pollution accident. |
