Non-coal mine production safety situation is grim, frequent occurrence of heavy,major accidents, cause serious property damage, personal injury or death.How rationalplanning non-coal mine production safety development, to enhance mine safetymanagement level has been imminent.In this paper, by collecting statistics mineproduction safety accidents and misuse of job Behavior in recent years, depthexploration of the nature factors of non-coal mine production safety accident, as aresearch basis for non-coal mine safety hedging system.The main content of this paper and the research results obtained are as follows:(1)For non-coal mines unsafe behavior in the management of the relevant aspectsthat should be considered, introduction of DuPont STOP system and the safe Behaviortheory, build a model of non-coal mine safety hedge. The non-coal mines unsafebehavior management general idea is proposed, its main contents include observationmodel, tracking communication, behavioral models.(2)Combined with the actual situation of non-coal mining enterprises constructionwork, for non-coal mine production safety accidents and misuse operations conductedfield research, by finishing studies, the establishment of a non-coal mine safetyevaluation index system for hedging.(3)Combined with BP neural network and Matlab7.11software, run the knowndata, obtained the degree of influence of each index on the target value, to determinethe weight of each evaluation, thus eliminating errors caused by human subjectiveBehavior.(4)Introduction of unascertained measure evaluation,construction of unascertainedmeasure model evaluation model, and through the example application, proved reasonable and scientific of non-coal mine safety hedge system.The innovation of this paper is to introduce the theory of DuPont safetymanagement for non-coal mine industry, build a safe haven model of to eliminateWorkers unsafe behaviors, reduce non-coal mine production safety accidents for thetarget, and to determine the evaluation index, improve the system of non-coal minesafety hedge, provide a new idea Non-coal mines industry safety management, providea new guarantee for the mining companies production operations.
