Because global warming not only affects the natural ecological system and the economic development of countries around the world, but also brings great influence to the survival and development of human beings. The testing data shows that China’s average temperature rise0.5-0.8degrees and present a rising trend in nearly one hundred years.Hebei province is a big economic province of China and the economic development maintain good posture in recent years. At the same time, the economic structure of Hebei province is in favor of heavy industry and Coal accounts for a large proportion in the energy consumption structure. So carbon emissions for Hebei province is more important than other provinces. Because of Hebei province is in the key period of industrialization and urbanization,so research the problem of the relationship between economic growth and carbon emissions in hebei province is of great significance for the sustainable development of economy in hebei province.First of all, this paper reviews and summarizes the relevant research and proposes the innovations and shortcomings.Then,not only in-depth analysis of the present situation of economic growth and carbon emissions in hebei province from multiple angles,but also qualitative analysis of the relationship between the economic growth and carbon emissions through the comparison of the overall trend.On this basis, this paper establishes the decoupling analysis system based on cointegration test. Tapio decoupling model was used to study decoupling relationship with economic growth and carbon emissions from1990to2011in hebei province. In order to analyzes the cause of the change of economic growth and carbon decoupling state, this paper introduce energy consumption as the intermediate variable of the causal chain decomposition. Finally put forward countermeasures and Suggestions to realize the economic growth and carbon completely decouple in hebei province.Paper studies decoupling relationship between economic growth and carbon emissions in hebei province,the results shows that:decoupling relationship between economic growth and carbon emissions is expansion negative decoupling in2000;the decoupling state is growing links in2001-2003; all the other years witnessed a weak decoupling state.
