Reserch On Risk Management Of Sintering In Zhanjiang Steel Project

After a long period of research and demonstration of national experts, Baosteel conglomerate decided to build a new steel base in East Island of Zhanjiang, Guangdong Province. This decision fully considered the long-term development needs and the long-term development of domestic steel; Zhanjiang located in southern of Guangdong, far from the headquarter, the local industry is not developed, and the local culture is very different from Shanghai. So there are considerable problems to build a new steel enterprise in Zhanjiang;The past30years, Baosteel have never built large-scale steel company out of Shanghai, so the experience of building large steel company far from the headquarter should to be accumulated.As a management of sintering project of Zhanjiang steel, We should make further study in how to do a good job on the sintering risk management, and making contribution for the smooth implementation of the Changing steel project. In this paper, we use sintering project management of Zhanjiang steel as a case, according the knowledge of project management, to analysis the risk of sintering project, to explore the characteristics and laws of the project, and establish a risk control system, find practical applications for risk control of such projects.,to accumulate valuable experience for Baosteel to implement similar projects in the future, and it also available reference for domestic counterparts.Combined with the sintering projects of their own characteristics and the environment and other factors, the main use of the WBS, expert interview and other tools to the Zhanjiang steel sintering project whole process and overall risk and specific areas of risk identification; risk matrix method used in sintering at each phase of the project risk factors were assessed, and developed a feasible set answer strategy, to specific risk factors for the development of a more detailed control measures, to control the risk effectively. Zhanjiang steel sintering project risk identification results show, concentration of risk in the design stage and construction stage, the two stage is the focus of risk control, risk assessment results, environmental project in Zhanjiang steel project risk the impact is bigger, more prominent is the human resource risk, project group needs to be classified as human resource risk control focus on. This article on the Zhanjiang iron and steel sintering unit of risk analysis, risk measurement, risk decision and risk prevention methods and means is not only suitable for sintering unit, but also suitable for Zhanjiang iron and steel to other units and other similar items.
