In recent years, the demand of chemical fibers has been increased in the world, and various types of hazardous industrial waste water are made out. Therefore, how to produce the waste water has been a problem of all the world. Because of the high removal efficiency of COD and its zero emissions of pollutants, incineration is widely used in the production of chemical fiber waste water. Because there are a large number of low-melting of alkali metal compounds, Heat Recovery Steam Generators(HRSG) face serious problems about fouling and slagging. Therefore, it is very important to work out a new waste incineration HRSG to delay fouling and slagging and prolong slag cycle for the survival and development of enterprises and the improvement of the energy efficiency of the whole society.By referring to a large number of documents, and the latest research at home and abroad, the paper analyzes the status of chemical wastewater treatment. And detailed analysis several reasons of fouling and slagging, when using incineration to deal with chemical waste. Two suggestions are given:optimal wastewater atomizer’s structure in the incinerator section and using the self-cleaning corner tube waste incineration boiler in waste heat recovery section.Since the ariginal wastewater atomizer is unreasonable structured, it has a poor atomization condition, incomplete combustion, drying, easy to plug and so on. After a detailed analysis of its structural features, the transformation proposals are given. With the SMD and film thickness calculation formulas, given by Song Yubao and Zhao Qishou, I figue out their values. Then I make a comparision with the old one.According to the waste heat boiler design tasks, through the overall analysis of waste heat recovery system, the boiler design rehabilitation programs are proposed. Combined the basics of engineering thermodynamics with the physical properties of mixtured gas, under Visual Studio development platform, the flue gas properties calculation software is made up. Heat transfer, boiler design knowledge applied to engineering design, and through the Visual C++programming, the thermal evaporation heating surface and resistance calculations are completed. Then auxiliary heating surfaces of the boiler and auxiliary equipment are designed and selected.Finally, the paper investes the estimates of waste heat recovery segment and figures depreciation of assets and gives benefit assessment. The paper makes the evaluation of the design from two aspects:economic efficiency and energy efficiency. The design has a significant economic benefit, whose payback period is3.2months. It can be seen that the project is of great significance to increase the refining company income, improve energy efficiency and reduce emissions of pollutants.
