The Research About Problems And Suggestions Of Free Trade Zone Development In China

From June 1990 to November 1996, fifteen free trade zones (FTZs) are established by the State Department. Because of these years' development and construction from the government, all these FTZs are operated in a good situation. Depending on the special policies and functions endued by the government, these FTZs have become the greatest developed areas in china and have driven other areas to develop their economy and opening up.But there are also some problems, due to the history, economy, policy and other factors, affecting the development of these FTZs. For instance, some of the recent policies and functions are not completed ; the government management of these zones are not perfect, and all these areas are short of land sources and lack of uniform legislation. These problems are becoming more serious. To some extent, they have already prevented the development of these FTZs.In this article, combined with successful experiences of international FTZs, the writer has made a deep analyze and research for the above problems at scientific and continuous development aspects to optimize the policies. The writer also gives some ideas and solutions to theses problems, such as government management, policies and functions improvement, enhancing legislation constructions, comprehensive use rate of land resources, promotion of transformation and upgrading of the FTZs. As a result, some suggestions can be given to government while it do the research and design the policy about. And these suggestions can also help the FTZs to develop better, faster and make greater contributions to our economy.
