Rotating electric field as a special field, has been growing attention. With the recent development of technology, rotating electricfieldhasabroadapplicationprospects. Rotating electric field to the physical modification of the study, were used in food, chemical, medical, and environmental protection fields; now, rotating electric field can be used to improve blood viscosity and reduce high blood clotting. Rotating electric field can also be used for rapid determination of water quality. In addition, the rotating electric field in lightning monitoring and warning, as well as the development of high-frequency power supply have a wide range of applications.The main contents of this paper, we study the rotating electric field effect and magnetic effect of current, which in scientific research and practical aspects of life has great significance. In addition, since light is a wave, then in the directionperpendicular to the plane of light propagation, we can circularly polarized light as a rotating electric field. Therefore, we can use to simulate the rotating circular polarized electric field, the magnetic energy conversion to useful energy exploration.
