This paper is made up of three parts. The first one systematically introduces the basic concepts and character about intersection control and traffic assignment. Meanwhile it explains the close relation between signal control and traffic assignment. The second one based on the unity of signal control and traffic assignment presents a model which both queuing and congestion are explicitly taken into account in predicting equilibrium flows and setting signal split parameters in saturated road network with a fixed O-D trip demand. This model is formulated as a bilevel programming problem. Two heuristic algorithms based on sensitivity analysis are designed to solve it. A numerical example compares two algorithms and shows the procedure, application and efficiency of algorithms. The last one puts forward multiobjective signal control model. It is the extension of aforementioned model. Its basic idea is that setting signal split by weighing signal delay and queuing delay optimizes system delay and improves the level of service of roads and intersections to guarantee the road networks clear and safe.
